Gansu legislation solves transportation law enforcement dilemma

On October 9, Zhang Sujun, the deputy director of the Gansu Provincial Department of Transportation, discussed the importance of the newly implemented Gansu Provincial Comprehensive Administrative Law Enforcement Regulations for Transportation. He stated, “This regulation is significant as it represents the second of its kind nationwide and the first in the Northwest region to specifically standardize comprehensive administrative enforcement in transportation. It highlights Gansu’s innovative approach and sets a benchmark for transportation practices.”

That day, Gansu’s government news office organized a press conference to explain the new regulations, with the provincial transportation department leading the conversation.

Zhang pointed out that Gansu has made remarkable progress in reforming its comprehensive administrative law enforcement system for transportation in recent years. “We have effectively built a framework that clearly delineates responsibilities and hierarchies,” he mentioned. However, he admitted that challenges remain, such as the lack of designated enforcement agencies and inconsistencies among different enforcement bodies. He emphasized the necessity for effective measures, including legislation, to cement these reforms and address the various challenges faced in transportation law enforcement.

The new regulations consist of seven chapters and thirty-six articles, encompassing areas such as general principles, enforcement protocols, cooperative mechanisms, support systems, oversight processes, legal responsibilities, and supplementary provisions. The first chapter defines comprehensive administrative law enforcement in transportation, outlining its scope, fundamental principles, and division of responsibilities. The second chapter elaborates on procedural norms for enforcement, while the third chapter clarifies protocols for internal and external cooperation, including joint enforcement and the coordination of administrative and criminal actions. The fourth chapter addresses support mechanisms related to funding, personnel, and equipment. The fifth chapter enhances supervision through both internal and societal oversight, while the sixth chapter specifies accountability measures for negligence.

Zhang concluded that the establishment of these regulations will improve the alignment of authority and responsibility, increase efficiency, strengthen oversight, and enhance service quality within Gansu’s transportation enforcement system. He stressed that this initiative is vital for fostering high-quality development in the province’s transportation sector and ensuring public satisfaction.
