On October 17, the Chongqing Liangqing Financial Court held a press conference to mark the one-year anniversary of the Chengyu Financial Judicial Collaboration Center. During the event, it was revealed that in its first year of operation, the center has processed 172,646 financial cases, including loans and credit card disputes, involving 122 financial institutions. Notably, it successfully mediated 104,201 of these cases.
The Chengyu Financial Court is China’s first specialized court focused on cross-provincial jurisdiction for financial cases. Established in October 2023 under the guidance of the Chongqing Higher People’s Court and the Chongqing Judicial Bureau, the center collaborates with 17 local institutions and departments to address financial civil, commercial, and administrative disputes within the Chengyu region’s dual-city economic circle. Additionally, the Chengyu Integrated Financial Dispute Resolution Platform went live on December 15 of the same year.
In the press conference, Yi Xiaodong, a member of the party leadership and vice president of the Chengyu Financial Court, explained that the center integrates resources from financial judiciary, regulatory bodies, industry associations, and social organizations to create an innovative financial legal framework. This system combines judicial support, financial supervision, industry self-governance, and diverse dispute resolution methods to effectively address financial conflicts.
The platform leverages the Chongqing Court’s Easy Litigation, Easy Resolution framework, utilizing various mediation resources such as administrative mediation, lawyer mediation, people’s mediation, industry mediation, and notarized arbitration. It has established a comprehensive mediation team that includes “People’s Mediation + Industry Mediation + Professional Mediation + Judicial Mediation.” Furthermore, ten specialized mediation organizations, including the Chongqing Banking Association and the Chongqing Insurance Association, are involved, alongside over 2,000 invited mediation organizations from local courts and more than 8,000 invited mediators conducting online resolutions. This efforts aim to diversify and enhance the collaborative management of financial disputes.
The Integrated Financial Dispute Collaboration Platform consolidates quality legal resources in the Chengyu area and connects with the Chongqing Court’s Easy Litigation, Easy Resolution platform. By facilitating data exchange and breaking down “data silos,” it has created an “information superhighway” for financial disputes. The system provides a comprehensive, real-time, and one-stop online resolution model, making collaborative and efficient financial judicial services a reality.
Currently, the collaborative governance platform includes 46 participating entities such as financial regulatory bodies, judicial agencies, and financial industry associations. Additionally, 39 grassroots courts across Chongqing have joined the effort. The platform has opened 122 financial institution accounts and has received 172,113 online mediation requests, with a successful mediation rate of 103,926 cases.
