In a recent announcement from the Ministry of Emergency Management, efforts are underway to enhance the overall quality and development of social emergency response capabilities. A new framework, titled the “Implementation Plan for the Classification and Grading Assessment of Social Emergency Forces (Trial),” has been issued to standardize the evaluation process for categorizing and grading these forces.
The newly established assessment plan outlines various professional categories for evaluating social emergency response teams, which include building collapse rescue, mountain search and rescue, aquatic rescue, diving rescue, and emergency medical assistance. Each professional category will be graded from 1 to 3, with Level 1 representing the highest capability. The assessment will involve both public subjects, evaluated through online management reviews of participating teams, and specialized subjects, assessed via on-site practical examinations. Annual evaluations will be conducted based on local conditions, with the aim of completing assessments by the end of October each year.
The assessment grades will remain valid for five years. Teams that attain a grade will need to submit a re-evaluation application through the assessment system upon the expiration of their grade. Additionally, social emergency forces that have maintained their grade for at least two years may apply for a grade upgrade based on their capabilities. Importantly, there are no fees associated with the assessment process.
According to officials, the “Implementation Plan for the Classification and Grading Assessment of Social Emergency Forces (Trial)” is set to take effect on January 1, 2025.
