Hainan Court’s third-party case quality assessment expert database established

On October 14, a ceremony was held at the Hainan Provincial High Court to appoint experts to the third-party case quality assessment panel. This initiative saw 78 professionals from various fields, including representatives from the Hainan Provincial People’s Congress, members of the Provincial Political Consultative Conference, practicing attorneys, legal scholars, retired prosecutors, and former judges, being added to the expert database.

The establishment of this third-party assessment mechanism is intended to promote external oversight, leveraging the expertise and independence of third-party evaluations to enhance the authority and fairness of case review conclusions. Additionally, it aims to identify and address significant issues within the judicial process, ultimately improving the quality and effectiveness of trials and executions.

Dai Jun, the president of the Hainan High Court, emphasized the commitment to normalizing case quality assessments, while refining related systems and mechanisms. Courts across the province will conduct these assessments in accordance with laws and regulations, ensuring fairness and legality in aspects such as fact-finding, legal application, and evidence evaluation. There will also be a focus on whether cases can sufficiently resolve disputes and achieve a harmonious balance of political, social, and legal outcomes.

Li Qing, representing the members of the expert panel, addressed attendees during the appointment ceremony. He assured that the experts would conduct their evaluations in accordance with the established guidelines, independently and impartially. They pledge to identify issues factually and to propose legal and reasonable suggestions, ensuring that the conclusions drawn from each case assessment can withstand historical scrutiny.
