On October 19, 2023, the “2024 Global Digital Business Conference” took place in Shanghai. During the event, Shen Zhulin, Deputy Director of the National Data Bureau, announced plans to accelerate the top-level design of national data infrastructure. He emphasized the importance of defining development goals, construction direction, and overall layout, as well as establishing a national data standard system to enhance connectivity and information sharing within data markets, thereby ensuring a sound and orderly development environment.
Shen mentioned that the National Data Bureau will focus on the current stage of market development, prioritizing clear regulations and addressing existing gaps. The goal is to quickly establish a comprehensive data property rights system along with specific rules concerning property rights registration, quality management, accountability, and compliance to support the robust growth of a unified national data market. Additionally, he stated that regions like Shanghai will be supported in testing technological pathways such as blockchain and data spaces to ensure the secure and compliant circulation of data.
The conference was themed “Connecting the World with Data, Unlocking the Future of Business—’Linking’ to a New Era of the Digital Economy,” and was jointly hosted by the Shanghai Data Bureau, the People’s Government of Pudong New Area, Shanghai Data Group, and the Shanghai Digital Business Association.
Shanghai has consistently promoted the efficient and compliant circulation of data to empower the real economy, balancing data development with security. The city aims to remove obstacles in data flow and fully harness the potential of data while driving transformations in production, lifestyle, and governance through urban digitalization. By 2023, the value added by the city’s core digital economy sectors surpassed 600 billion yuan.
The conference also sought to strengthen communication and cooperation between domestic industries and international organizations such as the Singapore Business and Technology Association, the International Data Spaces Association, and the International Data Governance Association. The aim is to build a collaborative network within the industry, facilitating local businesses in expanding their reach internationally while welcoming global players into the digital economy in China, thus driving international cooperation in the digital economy and providing new momentum for socioeconomic development.
Notably, the conference saw the establishment of the National Data Group Alliance, the first of its kind in the country, aimed at enhancing cooperation among data companies across different provinces. During the event, six typical blockchain scenarios, the 2024 China Financial Meteorological Index, and publications such as the “Zero Trust Data Space Product White Paper” and “1000 Major Disease Data Products” were also released. These achievements reflected the conference’s commitment to becoming a platform for showcasing digital economy developments, fostering innovation within the data business ecosystem, and facilitating international data cooperation.
In tandem with the “2024 Global Digital Business Conference,” the “International Conference on Digital Governance” was held, organized by the United Nations Department of Economic and Social Affairs and hosted by Shanghai’s “One Network Governance” IoT Operation Center and Fudan University’s Digital and Mobile Governance Lab. The conference attracted 72 experts and government officials from 26 countries and regions to discuss critical topics related to global data governance, further promoting international ecological collaboration and project partnerships.
